help from readers

hey folks, i'm trying to draft a letter to the national health service corps to 'complain' that they're screwing me over with the 'student loan repayment' stuff.  now here's the thing.... they're essentially giving away FREE money right?  free money as an incentive to work in a shitty area of the country for 'underserved' populations of people.  so i mean, this is kind of like a person on welfare who wants to write a letter to complain that they're not getting enough free-stuff.  in other words, it's difficult for me to 'complain' in a way that sounds constructive, and hopefully leads to me securing the funds... without just sounding like a moochy/whining brat.

i'm stumped as to how to wrap up this letter in a way that says 'you people didn't give notice ahead of applying that you would change the application cycle/review,' (since they probably truly didn't anticipate this year's overwhelming interest in their program), and 'please reconsider my application as i work for some desperate people who have great need for dental care, and i'll f-ing walk if i don't get this money.'

please help me write/edit this before i print it out and mail it in (post suggestions in comments):

To Whom It May Concern:

Since October, 2011, I have worked for the Seneca Nation of Indians in Western New York as a full-time dentist.  Commuting from my home in Buffalo, New York, to the reservation clinic to practice dentistry is no small feat, especially during the long winter months when the roads of Western New York exist under a mountain of snow.  One of the incentives that encouraged me to look beyond the weather hindrances and long commute to work for the Seneca Nation was the opportunity for student loan repayment.

In December, 2011, I received the ‘open enrollment’ notification from NHSC, and swiftly completed and submitted my application to NHSC on December 22, 2011.  I received email verification that my application would be processed within 16-18 weeks upon receipt of all completed documentation.

Prior to submitting the application, I was disappointed to read that unlike my immediate predecessors receiving loan repayment through NHSC in 2010-2011, I would only be eligible for 2/3 the disbursement amount due to our dental site’s uncharacteristically low HPSA score of 11.  The Seneca Nation Health Department was under the impression that HPSA scores for Native American reservation sites should be at least a 14.

Regardless, I have been practicing dentistry full-time as I have described for the Seneca Nation, and am motivated to work hard by the kind patients and staff, the rural setting, and the opportunity for loan repayment through the National Health Service Corps.

On February 7, 2012, I received an email update through NHSC that struck me as profoundly disappointing.  The email states that due to the overwhelming interest, the application review and processing timelines have been changed, and my application would only be reviewed after CONCLUSION of the application cycle on May 15, 2012.

okay, so far so good. my opinion, you need to be pretty blunt and pretty much say what you said earlier in the entry.
Something like:
Though I sincerely appreciate the opportunity to provide services to a segement of the population that is in desperate need of dental care, this opportunity comes at a great personal and financial sacrifice. I request that my application please be reconsidered at your earliest convenience as I foresee struggling to continue providing these valuables services without receiving the necessary incentive of assistance with repayment of my student loans.

my pleasure! (make sure you catch the typo in "valuable" towards the end) I know the feeling too well ... I wouldnt be able to work at Legal Aid at this salary and provide pro bono services to clients if I wasn't receiving loan assistance myself. GOOD LUCK!!
